Hello,

I am single Canadian (no other relatives in Canada). Could I sponsor my mom under other relative category as a lonely Canadian?

Technically I can not sponsor my mom under PGP program because it is the lottery now. The requirements are confusing under option 2. Please let me know your thoughts.

If you are related to the person you want to sponsor in another way, you could still sponsor him or her if you do not have one of the following living relatives you could sponsor as a member of the Family Class:
•spouse,
•common-law or conjugal partner,
•son or daughter,
•parent,
•brother or sister,
•grandparent,
•uncle or aunt, or
•niece or nephew.

You must also not have any relative who is a Canadian citizen, permanent resident or registered Indian.

No, you can't. You have a parent who could be sponsored as a member of the Family Class under PGP. There is no shortcut available here. Sorry.
 
Agreed with zardoz. You have to sponsor her under the regular parent / grandparent sponsorship stream which involves entering and being selected through the lottery.

So I would have been able to sponsor my aunt (hypothetically) if I had no other relatives alive but not my mom... ::)

If you had no living parents, Yes. There is no alternative immigration path for an aunt.

You can sponsor your mom under PGP. The lottery system doesn't remove your ability to sponsor her.
Question is if your application is being selected through the lottery or not.

you can't, it's a brutal systems but too bad Canada does not think family reunification outside spouse and children as priority. It's virtually impossible to sponsor parents these days
