It really depends on what you are willing to 'sacrifice'. Outland generally is the better choice for many applicants, especially those who are vise exempt, because they are allowed to leave and go back to their own countries and travel and such, whereas an Inland applicant must remain inside of Canada until the completion of their application because if they are refused entry for any reason, their application is considered abandoned and you would have to start again from scratch. Not much fun.
If you think your wife might qualify for a visitors visa, has the funds and ties to be issued the visa and doesn't mind being away from her family in Lebanon for roughly 2 years before she can see them again, then I would go for it, if I were you. Only because I would want my spouse with me ASAP.
If she is already married to you, it will be much more difficult to get that visitor visa because they will assume she will not leave Canada when it is up, which is correct in this case. However, if you file Outland, you are able to go be with her as much as your finances and job will allow, so you might benefit from that as well because she wouldn't be on 'lockdown' here in Canada and she would at least be able to work in her home country to try to help save some money for the big move.
As I said earlier, it really is a matter of what you and she are willing and can sacrifice to be together.
