SOWP after getting TRV

Hi,
My wife is in Canada on Work Permit and I am about to accompany her shortly on dependent visitor visa. My visa is valid till june 2020 and I wish to apply for SOWP. Is there anyway to file an application for the same from India itself?
How long does it usually take process the request?
