CIC doesn't care whether a position is entry-level or senior. In many engineering industries, wages can range from ~$20 to >$80 per hour depending on levels. (excluding engineering managers, since it falls in a different NOC) I'm sure this is true for other professions too. It's close to impossible to get $38/hr for any junior positions (Canadian or foreigners) which is what many PGWP is working.
This is very different from low skilled jobs (burger flippers don't get promoted to senior burger flippers and get a raise often I suppose?)
Median wage requirement started out in LMO to protect Canadian workers from unethical employers hiring foreigners for cheaper wage. It works well for low skill jobs (*1). Not so for other jobs where wage ranges widely.
*1 >200k LMOs were issued to low skilled jobs in 2013
