He's right, remember EE is not an immigration program and is only a new method for making an application to CIC. You still have to be eligible for an immigration class
such as,
Federal skilled workers (FSW)
Canadian experience class (CEC)
Federal skilled trades (FST)
The FSW category is prescribed as a class of persons who are skilled workers, who may become permanent residents on the basis of their ability to become economically established in Canada, and who intend to reside in a province other than Quebec and that is what batoolkhan is refering to. The SINP International Skilled Worker - Express Entry stream falls under the FSW class. This could be one of the reasons why SINP opened the In-Demand stream, to accept person who aren't eligible for EE.
batoolkhan, you could increase your points back to to 67 and over by maxing on (or obtaining) the selection criteria for FSW below where possible.
Valid job offer (Maximum 10 points)
Proof of relative in Canada (Maximum 5 points)
Maxing your points for Education (Maximum 25 points - Obviously impossible in a month)
Maxing your points on language (Maximum 28 points: 24 for English + 4 for French)
Or if you have a spouse or common-law get the maximum of 5 points if your spouse or common-law partner has a language level in either English or French at CLB 4 level or higher in all four language abilities.
