However you could fill out a express of interest to visit Winnipeg and if they allows you travel (1 week minimum)
and after an interview they give you a letter that helps you as Connection to the province.

Only after that you could fill out a Provincial Application.

Expensive route but if you are the right candidate you could make it

A pal friend, applied in April 2013, to visit winnipeg
October 2013 got his letter to apply to the province
got nomination in January 2014

Normally people receive two emails, one contains your Nomination Letter and the other one has the information about how to apply to CIC.
