Today is the 60th day and I was supposed to get a decision regarding my second review request, but it seems there will be no notification at all as my status is still in process- review 2.

You are always allowed to pursue the process. You should send them an email. Knowing the final result is better than hanging on out of nothing. Best of luck.

As I told you guys before, If you want to be successful in SINP then don't count the days! SINP works only like itself and you can't expect any schedule or exact result date or anything else from them! Punctuality is an unknown word in SINP's dictionary!!! ;D

Did SINP in 2014 accepted applications more than the threshold and later returned back those which were out of cap ??

This doesn't make sense. Which file is he waiting to get back from SINP !!! What document he sent last year to SINP !!!
I think he is just having fun here.
