Goodman36 is correct... what you have been seeing on ECAS was for the sponsorship.
The letter/email you most recently received is your AOR (acknowledge of receipt) from the Singapore Visa Office.

when you log in to ECAS with the UCI numbers... make sure you use the personal information of the person that corresponds with the UCI number...

If the file was transferred to Singapore VO on April 17th, then it is way too early to make any decision on the file. The status you see is for the Sponsor. That means decision was made that the Sponsor was approved, not "decision" on the Applicant. That will come later.

Usually, what I understand, the File received date is the date the File was received at Mississauga office. You said before that you send the File in March (March 22, 2013 right?)

But, can you please tell us when did you sent the application package to Mississauga? Do you know when the file was transferred to Singapore? What kind of letter did your husband get from Singapore VO?

It seems you (or your husband) received an e-mail that 'Application for PR received on April 2013'. This 2nd acknowledgement is different in your case. I don't know of anyone who has received this 2nd acknowledgement from Singapore. But good for you.

So, you send Application on March 25th, Sponsored Approval was done on April 17th and file forwarded to Singapore. Singapore received file on April 22. These are current normal time.

Now, your file is with Singapore VO. Someone will open the file and see if anything is missing. If something is missing, they will sent an e=mail. If everything is in order, then it is kept for the Visa Officer's review. When will that happen, nobody knows!

In my case, my file was transferred to Singapore on October 15th. I am still waiting

I came to Canada as a visitor 2 weeks ago. And now today I received an email from SVO to complete remedial and send passport and 4 copies of photograph after 6 weeks.

On how to send passport, it says you may use vfs if you're from Bangladesh. But doesn't mention anything about other courier.

What do I do? I just got here, I don't want to leave my husband again 3 months or more. Has anybody been in a similar situation? Can I do the medical here and send passport with FedEx with return envelope? Anybody from Bangladesh done that before?

Appreciate any help..

You can send by fedEx or canadapost with prepaid return envelope to Singapore. You can also do medical here and ask your doctor to send medical to Manila. There is no problem doing this.
