Hi Kevin09, I'm a Vietnamese wife whose spouse sponsorship file was transferred to Singapore since May 2012. I was also granted tourist visa since May 2013 and I'm currently in Canada with my husband since June 2013. Before I travelled to Canada, I had the same concern as you do now and looked for some clues in this forum. I saw a forum member whose wife is Thai and she was also in Canada with tourist visa when she had passport request, and she could send her passport through mail to Singapore, and received the passport with CORP by mail back.
So I think it is possible for your wife and me to do the same. When your wife arrives Canada, remember to update your wife's new Canada mailing address to Singapore (which will be as same as yours). Your wife can also do re-medical test at an authorized panel physicians in your Canada province or city. The only problem in this situation may be that Singapore will request the new Vietnam police certificate number 2 when they request passport. I did prepare for this situation before I travelled to Canada by getting my new police certificate on June 2013. Unfortunately, it expires after 4 months now so I would have to manage to get a new one in the future.
Don't be so sure to guess your wife will get passport request in the next 1-2 months after she travels to Canada. My husband and I also hope the same but we are still waiting. I also know a Vietnamese wife who is here in Canada with a tourist visa since December 2012 and she is still waiting too.
This long waiting process is very tough for my husband and I but the good thing is now I can be with my husband everyday and we are just hoping for the best.
