I would say it all depends on who is in charge of your application. If you get a lazy officer then that's pretty bad luck. I think one thing we can do is sharing the code of the officer in the timeline spreadsheet (not sure if it's legal). Regarding your MP's assistant words on the files line...

Actually my wife is from Vietnam, and Vietnamese needs to go through the IOM Centre. The IOM will take a fee to send the passport to Singapore, so there will be no freedom of sending passport yourself directly to Singapore without IOM intervention. That's all I know.
