Settling in Quebec as FSW-O

I've recently got my ppr and waiting for the Copr. I will be staying in Montreal for a few days/weeks. I will give a friend's adress in toronto as a mailing adress for my PR card and will get my SIN in canada services in Montreal.
Concerning the health card, I need a proof of adress in toronto or anywhere else other than quebec, right ? So I HAVE to live in another province for some time till I get my health card.

The question is if I decide to settle permanently in Montreal, when can I do so ? Once I get my PR card or till I get my health card from ontario?

Yes, you need to give the address in Toronto for PR card to arrive. SIN is not an issue (should not be) as it is a federal document.

I am confused about your health card question. If you intend to live in Quebec, then you need to apply for a Quebec health card. Their requirements might be different than OHIP ones.

As per my knowledge, you can settle in Montreal after you get your PR application approved. That's something that @legalfalcon mentioned previously. Nothing to do with your PR card (which is essentially a travel document) and definitely has nothing to do with OHIP (which you should not apply for, since you plan to move OR you can apply for it, get it, and then tell them that you are moving to Quebec).

As a FSW, when land and are admitted into Canada, you become a PR. Immediately upon becoming a PR, you have a constitutional right to live and settle in any part of Canada, including Quebec. This constitutional right is enshrined in the "mobility right" under section 6 the Canadian Charter of Rights and Freedom.

For a health Card, if you are an FSW, you can apply that in the province you live in. Health Cards are administered by each province separately. For QC, you will have to apply for a QC health card. Getting a ON health card when you intend to reside in QC is counterintuitive.
