The VO doesn't care who payed, as long as you filled in your UCI in the receipt,NOC2174 said:The CIC RPRF fee payment site asked me to login with my email ID(same as the one used for my application) and password, which I did. I paid my RPRF using my friends CreditCard.
And then email back to CPPO-Cost-Recovery @ cic.gc.ca with the actual receipt and also the receipt filled with my details like Address and client ID.
So how will the VO know that my friend paid for my application..?

I am sure the VO are working hard. They are treating the files which need more/urgent attention like:
1. Some ones document missing.
2. Medicals needs to be re-looked at.
3. Data provided not consistent.
4. Some document may be expiring.
I believe VO's are setting a date target and getting through them as fast as they can, till they can handover to the next stage processing.
