I don't see any thing wrong to mail a personal document.
Is PR card a personal document? Or any document issued by government is not personal?
You can mail a document issued by government domestically, but cannot mail it internationally??
The risk is small if go named courier though.

ircc not send pr card out side country and not allowed third party or your friend legally not allowed send pr card out side country if you want to come back canada you will be apply prtd to come back canada
It's important to know if the country where the card is to be couriered to (forwarded by someone) allows a PR Card to be imported, because it contains a RFID Chip. At the very least, check with the courier to find out!

If not allowed, can a friend take a flight with it and make a private delivery? It's still illegal?
It's not illegal in the eyes of IRCC, but can't comment on whether or not it would be considered smuggling from the country where it is entering. I can't imagine that it would be, but if the name on the card doesn't match the traveler (which it clearly would not), it could warrant at least some questions.
Not true. Ircc does not care, one should ask the courier company. Some countries have rules about these types of documents but not an issue for Canadian government or post at all.
