What I have heard here is: if you applied for a spouse sponsorship (inland), it is very unlikely that they will deny ( but we never know).
I applied for the PR process and I showed them the proofs that I applied when I sent my visitor extension.
As you haven't applied so far, what you could do to prove the intention of applying is to pay the fees for Residence Permanent and sent to them.
I read in this forum (I tried to find the topic but I didn't) about a guy who did this and it worked: he was in your situation: about to apply for the PR but the documents weren't ready to be sent. So, he paid the fees, sent the receipt along with the visitor extension application, he wrote an explanation letter telling them that he had the intention to apply, but he hadn't had because the documents weren't ready.... and he was granted the extension.
If your wedding certificate is not ready until your deadline to apply for the extension, sent that document that they give you after the wedding cerimony ( if you got married in Canada) and the proof that you applied for the wedding certificate but you haven't received so far.

I have our joint bank account statements. I have receipts for extension and PR .We are still waiting for our marriage certificate.
