My wife has spent 1 year in Russia when she was 19.
We need to get Russia PCC done, from Delhi...
Can anyone share their experience or any leads will be helpful.

I just checked, you need to have someone in Russia in order to apply for PCC. However, there are companies who can do it for you like this

this one is crazy expensive, try calling local embassy as well, I couldn't find much on their website.
 
OMG , this is a crazy company - USD565 for PPC.
Go directly to the russian ambassy and they should help you get it.
Or look on the internet for a cheaper solution. Comanies in Russia normally charge around 50$ for PPC.
 
You can do it in any russian consular... call them and find out.

I had applied for Russian PCC and I got it is 3 weeks time. Its an easy process and would cost you around INR 3000-4000.

You have to go to Russian Consulate or Embassy along with the following Documents:

- Original Passport and a Xerox Copy of it
- Xerox Copy of the Passport Page on which the Russian Visa is stamped
- An Application letter stating your reason for applying the PCC. In that letter you have to mention the time period you stayed in Russian along with the dates and the complete address of the residence.
- Your ID proof along with Xerox.
- Your Photos
- Application fees.

Just one suggestion. Before going call them and ask as I have applied at Russian Consulate at Mumbai and they are open just for 2- 3 hours on Monday, Wednesday and friday.

Hi , thanks a ton Dr.Shreeram for the response.
However I have few questions.
My wife traveled on diplomatic passport(she had diplomatic passport due to her father's job) when she was 17 years old.
now we have a new passport.
Should we take both the passport along , old and the new one?
Application letter stating reason for PCC : I haven't received my ITA yet, will they process my PCC request at this moment?
Singapore doesn't entertain without having ITA or a letter from embassy.
