it better you pay all the fees if you can at onces but if you dont have the money then just pay it after you had submit your application.....my wife pay my rprf long after she sent in my application......she just paid it online and send the receipt to cic-office and send copy of it to the visa office that dealing with my application aswel......but cic-office has to put it in the system showing that it is paid and they will fax it to the visa office to let them know that money is paid also
 
Well I just did this.
Got Decision made and then paid the Permanent Residency fee on line.
The Cic website says not to send in the receipt since I paid on line.
In between getting DM Vancouver sent my landing date. So, my not paying had no effect on my landing date in Vancouver.
I will take my receipt with me on the day and hope it will go well.
 
If you pay online though, I don't see why it should take 3-4 MONTHS :/

I also couldn't pay it upfront because I was a little tight on cash but do you know if I can pay it NOW since I have my UCI? My case is still at a very early stage...

I don't think anyone knows for certain if not paying upfront really does delay your process. Maybe this opinion was formed because some people did not pay it and they were delayed for some other reasons and they came to conclusion that this was the factor of the delay!

The payment form is electronic and I am sure if you enter your case file or UCI (how ever they call it) it will reflect your case so they will know and confirm that you paid!

Maybe I am totally wrong so please correct me!

That's what I mean. If you send AFTER you get your UCI, it's fine (though delays CAN happen). But BEFORE that, and you're just sending money to them for no reason.

We paid upfront. When CIC said a complete application, in my mind, that included the fee. I could understand if you're in a class/VO that takes a few years why you may want to wait though. Especially if you're still saving to get the money. You can use that time to get it together.

Agreed as I recall someone, wrote that they learned from CIC that they were holding of on the landing date until they received the fee payment.
That did not happen in my case at all. Vancouver sent out my landing date before I made the Fee payment. So in my case it did not effect my case. That is all I can say for sure.
And the advice to wait until you get UCI to pay it is also very good advice.
Other than that I am not sure, but it certainly is NOT a giant emergency for a new applicant to pay it right away especially before getting your identification numbers. Your application is probably just quietly sitting in its envelope..
