I don't think anyone knows for certain if not paying upfront really does delay your process. That's what I mean. If you send AFTER you get your UCI, it's fine (though delays CAN happen). The payment form is electronic and I am sure if you enter your case file or UCI (how ever they call it) it will reflect your case so they will know and confirm that you paid!

We paid upfront. When CIC said a complete application, in my mind, that included the fee. I could understand if you're in a class/VO that takes a few years why you may want to wait though. Especially if you're still saving to get the money.
