I was in a similar situation - I filed for FSW (within Canada) in August 2014, but my application was returned for a wrong NOC in early Jan, (the NOC was correct, but I submitted a FST schedule 11 instead of FSW schedule 3). However, before my file was returned, my card was charged in November, and I received a file number in December in this duration. The letter on my application was dated November 21st, but I only received it in Jan. I resent my application in Feb 2015 - and CIC sent it back AGAIN saying Express Entry is the only way to apply. I had applied for Bridging Open Work Permit based on my file number BEFORE my file was returned the second time. Processing days are 53 days now so I am yet to hear back.. has anyone had a similar situation before?? What are the chances of the permit being approved because my file still shows 'in process' online. Is there a way I can appeal to CIC that I fall under the old rules of 2014?
