Renouncing PR status AND applying for a Visitor Visa from outside Canada

Hello all,
My father has PR status (card long expired), does not live in Canada, and has no plans to do so. But I do, and I would like him to visit freely for short amounts of time.
Can you advise on how to proceed with the application? This is my plan:
-I will submit a PR Renunciation form, to the local visa centre, which is straightforward, but I read here it might be contested, therefore I should submit a Visitor v application.
Should I also submit a Visitor Visa application:
a) At the same time as the PR Renunciation form, in paper a separate envelope (Or IRCC portal Digitally? what do you think)?
b) Wait for PR renunciation to be accepted, and then apply for visa (via IRCC portal or paper?)

I feel like a) makes the intentions clearer but I am not sure if it's preferred

Please let me know your opinions! Thanks!

Can share my experience as I had PR in 2012 and could not fulfill my residency obligations. In 2018 I had work permit application but IRCC notified my employer that PR needs to be renounced. My renunciation application was filed and approved and after than work permits were approved. So while you can file both at same time but preferred approach will get PR renounced first
