No, except one of the questions mentioned 2017 and beyond, and I've read in a couple of the newspaper articles that a 3-yr immigration plan is being unveiled this Fall. I would suggest the changes would come into effect for the start of 2017 - but that's just my wild guess!

I have a feeling that the reason behind the changes with "employment offer doesn't guaranteed to get ITA" is to prevent fraudulent acts of individuals with connections to smaller companies/employers in Canada. (Paying for "employment", in return for "job offer"

wow!!! that is very reliable and very relevant information. +1 for you JALT.

So we know for sure that changes are coming (but implementation date is yet to be disclosed). The changes are going to benefit CEC workers and students. But it is bad news for LMIA holders. FSWs will also be impacted as CECs and students will get more points and cut-off scores may go up.

Overall I think these are positive changes. CECs and students were in an unfavorable position after express entry was implemented.

Does it say anywhere that the scores for ITA will decrease or anything like that? from what I understood this is good news for international students and French speakers, anything else?

I think companies like Tim Hortons have some kind of pre-approval for hiring staff without LMIA (I believe?), and the government have just discovered hat a large proportion of the PR applications are low skilled workers who wouldn't have stood a chance in the EE pool otherwise. It's probably a bit embarrassing (although it was the previous government to be fair) to make this huge deal about a brand new system designed to bring the best of the best into Canada, and then....

It makes a mockery of why they set EE up in the first place. I know it was done to meet market needs (which is some cases was the service industry), but they probably didn't expect such a large proportion of low CRS score workers

Good news for FSW with high scores in the EE pool as they may have CRS scores even higher than some lower skilled workers with job offers

still no regards to profession . people with LMIA will still get more points and scores will not go down if they still get extra points reducing points from 600 to 100 is not going to change anything unless they make it 20 points then may be . I am not sure I may be wrong but lets see what they come up with

Hey Jalt,

Very good information. Atleast something new and with the ray of hope. My wife is a primary applicant and the present CRS is 439 and would reduce by 5 points in September, 2016 due to HAPPY BIRTHDAY.... So, it would be 434 for atleast September 2017. We dont have any options to increase the score, as my wife cant increase her education level (two or more degree), IELTS is already Band 10. I have supported her with 28 points - 10 for masters and 18 for IELTS. Overall, our score is 439 and will drop to 434 in September.

We dont have a job and relative in canada. Any chance we would get the ITA with the new rules or we will get the fair level playing field. The only reason, we are scoring less is because of the age. My wife is 35 years old and I am 40.

What are your thoughts?
