As per the manual doctor of medicine(or MD) after MBBS is similar to having two bachelor's degree.
For eg consider IIMs. According to general public they award MBA. But the certificate is for Post Graduate Diploma in Business Administration. The pre requisite is that you need to have a bachelor's degree. So anyone applying for immigration will get 22 points for graduation and not 25.
Similarly, MD is a bachelor degree which you can do only after you have done MBBS, but it is a bachelor's degree and not masters or doctorate.
Hence the points are not incorrect.
