If you're paying inside Canada with a Canadian card and your bank claims it's not their fault, I would suspect they aren't being truthful. The average customer service rep at banking call centers aren't trained to understand the refusal codes - they always blame it on the merchant even when it's not the merchant's fault. Only higher trained employees will know the codes properly. You could try going into the branch, asking for an account manager. Explain the problem, have the manager look at your card. Once they identify the problem, try the payment again before leaving the branch if you can.

If you decide to try a pre-paid card, make sure it's refundable in case it doesn't work.

This is recent virtuel debit card they launched couple of months ago and it is true it is not accepted everywhere it is clearly indicated on Visa website that is why they provide a list of merchant who accept it. It is not normal debit card but a virtuel it seem like it is new product lainch by Visa.

People can confirm which Prepaid Card can be accepted anyone had experince using one particular brand M
 
Hello all

Just to clarify about this issue with Debit/Credit cards

I have a Visa debit card issued from the National Bank of Greece. Lately they informed me that I can use it to make online purchases from the internet. The catch is that I can only use it from approved vendors who are collaborating with my bank (Quite a few around the world)
Regardless though! This is still a debit card that has this special functionality and nothing more! I did try my self a few weeks ago to use it on CIC and it was not accepted.
They (CIC) ONLY accept credit cards and nothing less (Visa-Mastercard-American Express)
So I asked my employer to use my company issued Credit Card (MasterCard) and the payment went through no problem. At the same day I reimbursed my employer with the equivalent in cash.
So for any one trying to make a payment to CIC do not waste your time with anything less than an actual credit card!

Finally a colleague help me pay the fees with her Credit card and I paid her cash :P So All is well now :) but it is still a mess at CIC to pay fees, they should allow all debit cards even Inertac if we live in Canada, also a way to pay online through bank account transfer.

I don't know why they make peoples life so difficult :S

You can try, you can use any credit card with anyone's name on it.
