There is nothing like having a maximum number of draws. They have a quota to fill and if 1000 draws is what they need to fill that quota, they will.
Now about the Christmas break, CIC agents work in shifts. There is the morning, afternoon, evening and overnight shift from Monday to Sunday. That is why you sometimes get emails and updates at odd hours of the day or week. To be employed by CIC, you must be willing to work holiday and other scheduled breaks. So Christmas has nothing to do with whether there will be a draw or not. Work continues for some people.
