Did you land at a border or you landed inland at CIC office? If the latter is the case, then it means that you were already in Canada and must hold a valid temporary SIN which should be good enough for you to work in canada till you get your PR card.
I landed in a CIC office on wednesday where a new format COPR was printed for me. My old COPR was shredded and I was told that CIC system going through some major upgrade and is currently not synching up with Service Canada system. Service canada will not get any update about my PR (COPR) till next one week. Since my existing Temporary/WP SIN with '9xxxxxx' is still valid. the officer advised me to wait until I get my PR card and then go for a permanent SIN update.
If you lanaded at a border, then you can go to any Service Canada with your COPR from border and get a new SIN.
