I agree. But when it is clearly stated that the job offer is just a job offer and not a "valid job offer", wouldnt this be misrepresentation since I have a permanent non seasonal and fulltime work? ALthough not supported by LMIA (for which I have mentioned NO already)?
thats from cic:

If you have a job offer (offer of arranged employment), you need to update your Express Entry profile in MyCIC with:

Employer name and address
Start date
Labour Market Impact Assessment number

i think if you say yes to job offer then you have to have lmia. But i can be wrong

There are still people who cannot accept the fact that for CIC job offer=job offer + LMIA. Even after 7 months of express entry

Glad that your case in is Progress.. hopefully the error was just a glitch in the system. Nothing substantial

Job Offer........

AOR Received.
13th April
Hi Guys,

I got a refusal letter from CIC last night for my PR application. They refused my application because I got extra points for my foreign education for which I didn't have an ECA at the time of the draw. But I still got the extra points because of a system glitch.

After the draw I got my ECA but unfortunately WES's report said " Canadian Equivalency: Bachelor's degree from a non-recognized".

Being unsure of the ECA report I didnt mention it in my PR application.

Do you guys think I should submit a case specific enquiry and if the ECA is valid so that it can be used?

Any help is greatly appreciated

I wish the agents could accept this ;D
I find it difficult to understand how an agent can refuse an application for someone who has an LMIA by saying the person does not have a non-seasonal, permanent job. The amount of paperwork an employer has to go through to get an LMIA approved by the ESDC should surely show he/she is not going to fire the employee as soon as the LMIA has expired. If Lmia's were for an indeterminate length of time then this whole process would be a lot easier. Just my little opinion on the matter :D

How will this change the fact that you didn't have an ECA at the time of the draw? It won't, so CIC cannot change the decision. Your energies will be better spent on a new application...

People have doubts because still things are not very clear. There are a lot of opinions and not many genuine cases where one can verify details.but i appreciate responses and that actually helps aa lot in clearing many diubts.

I don't accept that because it is contrary to common sense. First, CIC has specific language - "VALID job offer, offer of ARRANGED EMPLOYMENT" to refer to job offers with LMIA. It has that language, but does not use it here. Second, answering "Yes" does not provide you with the 600 points that an LMIA-supported job offer does. Third, it then asks WHETHER you have an LMIA. If you say no, it goes on to ask the type of work permit you do have.
None of this would be necessary if "Yes" meant an LMIA-supported job only. If that were true, the only question afterwards would be, "Enter your LMIA number".

To my mind, answering "Yes", then "No" to LMIA puts you in a position to offer your salary as a means of financial support, which was important to me. At the very least, we have heard of no one rejected for saying "Yes" to job offer and "No" to LMIA.

You can use your own mind to answer this section. You don't have to be a sheep and follow what everyone else says. People have answered both ways without getting rejections, so do what you think you should.

Agree with you on everything except answering 'No' apparently removes that irritating requirement of uploading both Letter of Employment and Offer of Employment. No logic, just the way the system is structured.

Your response seems valid - answering 'No' to LMIA definitely does not give 600 points, neither it affects and other scores on your profile. So my guess is if you have relevant documents such as - Offer Letter, Employment agreement then go for it. :D

If changing Yes to No has no negative consequence, I would prefer doing that. Why give cic any reason to point out any missing date or word such as permanent or indefinite etc in the offer/emloyment letters.
