I believe you have got nominated to SINP and later CIC has rejected your application rite??
If this is so, you still have a chance to re apply.
1) create a new express entry profile
2) Share the new express entry details and get a new nomination from SINP.
12 - 16 weeks is time duration for the refund.

since you were employed there just select employment cos if you select government it might need extract time to clear as in your statutory declaration they will ask if you work with govt . If you worked for the Government, then you have to choose Government. I don't see how this could even be questioned.
