Reapplying questions.

Hello everyone
A friend of mine recently got rejected for her study permit and I wanted to know if anyone can help about her application.
She applied on January 27, 2022 and today she got her refusal letter, the main reasons being :

- I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your family ties in Canada and in your country of residence.
- I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.

A couple of things I'd like to mention about her application is that she applied for a college in Montreal(it's a 2 year AEC program that starts in May) and and got her letter of admission along with CAQ. She worked back in her home country until the pandemic and the field she applied for is directly related to her work. Furthermore, she met the financial requirements. In her SOP,she explained the reasons she's willing to study in Canada and her desire to return after finishing the course.

I was wondering if anyone could share their idea about this situation and whether or not it's a good idea to re-apply (since she has enough time left til the start of her program) and any tips regarding re-applying.
P.S I was also wondering if paying a certain amount of tuition would help.

Can’t say without knowing profile but order GCMS notes. Does she live in her home country? Does she have family in Canada? What is the program? What is her education background? Money is not the issue.

Yes she lives in her home country and doesn't have any relatives in Canada.
The program is AEC (2 year) for childhood education from College Canada located in Montreal.
He's studied human science and worked as a kindergarten teachers for 4 years.

So the program makes no sense if your friend is a kindergarten teacher with a degree in human science. This is not viewed as career progression. If your friend is a teacher, how will becoming an ECE given her higher pay and more career opportunities in his home country. Plus College Canada (I think) is a private college so should be applying to a private college.

What is she changing in her profile to address these issues since her notes will most likely discuss this under purpose of visit. She doesn’t seem like a bonafide student going for ECE. Look at public universities and if she wants to be a teacher apply to a teacher not ECE program.

Private colleges and universities are low ranked in Canada. Public schools (colleges and universities) have much higher reputations with employers and offer a much higher quality of education.

Isn’t Canada College a private college. She wants to go to a public college or university like McGill. Also if she is a Kindergarten teacher that is not for ECEs. ECEs work in daycares. So again program makes no sense for her career progression. If she wants to work in a KIndergarten then she needs to look at a degree in teaching.
