My eyes are tired of waiting for MR. Its been more than 4 month of 2nd line update but no sign of MR.

Guys,

I am just waiting for my wife's PCC before i mail the documents to WVO. Already received TLU, can you pls help me clear some doubts:

1. Do we need to self sign/notarize the passport copies this time?
> Not required if you have already sent the previous copies as notarized and there is no change in passport since then.
2. What all information do i write on the payment receipt? I paid through CC.
> Name in full, DOB, UID, ADD, and phone number(only this is what they have already asked for, its just like a normal form.
3. Do we also need to send the medical receipts even though they have already received my medicals.
> Better to send it, wont cost you anything. Why give them any chance to question and delay the process.
4. What do we write on the envelope? Name, UCI no or file no. or all of this and the VO addr?
> On the evelope only the address if fine. No need to write anything as the papers inside has all the information and he has to open them to get the info.

If person will arrive after 5:00 pm or on saturday / sunday (mean apart from office hours), then what would be the procedure?

Not many would be out there. However, delay in MR is no bad sign so don't worry. Certain checks are performed by private companies hired by the VO in the region. And VO has to wait until that company comes back with the verification results.

Canada Immigration works in a very objective way so as long as you've got the legitimate documents, chances of refusal after 2nd line are pretty much none. I know wait still can be tiring (and fun), but that's really what makes us enjoy when we get it. We wouldn't value it as much if we get it easy, do we?

Please tell me how much time will it take to get PCC from Regional Passport Office, Chandigarh.

Should be immediate (same day) as your passport has been issued within last 3-6 months. This is the only case when you have got your address verification while issuance of latest passport, in case if your passport was renewed without add verification then PCC may take time as per your regional time lag. You may then have to ask you local Police station to speed up the process of verification.
