This looks like the PER (Positive Eligibility Review), it means the file was accepted initially and will now be transferred to a specific visa office to be processed. Your friend should soon receive an e-mail from the visa office to which his/her file was transferred (AOR- acknowledgement of receipt). The applicant should receive further e-mails in the future requesting documents, fees, or medical examination, based on the file itself and what he/she provided in the first place.
Such e-mails might take up to 3-4 months from PER; but I'm assuming the applications are being processed faster now, so maybe less.
