Anyhow you have to send your FBI PCC which you will be sending as soon as you get it. It is good idea to put explanation letter regarding your spouse's PCC and seek for clarification. Also i would suggest while you send your document (MR/RPRF), raise a CSE to seeking this clarification

Did you send your FBI PCC. If yes, while the process for getting your spouse's FBI PCC is in process, why don't you raise a CSE and explain that he stayed in US for 8 days, hence doesn't require FBI PCC and ask for their opinion. Also, send them a fax seeking their advice. Cheers !!!

I doubt whether you will find any written communication. Most of the people are implementing this strategy (few of them I know) and it seems the only logical possibility ....
