Congrats for achieving your dream of Canada. I can guide you on the things to the best of my knowledge.
Since your application has already been 'Decision Made', why would you want to apply or study in your country rather than in Canada. And, how does PR status help you to find a job / university in your country?
Congratulations for buying a ticket and planning to land in Canada. It is always advisable to provide your friends/relatives address to the immigration officer. PR card would be sent to the address specified by you. Just in case if you haven't noticed that PR card processing itself is taking 90+ days to reach you.
It is not recommended or illegal to send your PR by post to any place outside Canada. Since you've already booked your flight ticket, you can leave Canada without any issue. But you cannot re-enter Canada unless you have any proper document like PR card. But there is one alternative for you to land - You need to undergo the process again and you need to file an application with CIC to provide your landing or re-enter to Canada papers. It would cost you in $$. Please check CIC website for more information / processing times. Don't or never ask anyone to send out your PR card. You will be in trouble if it gets lost in transit. Alternatively, if you anyone coming to your place, you may ask them to bring personally and hand it over to you.
