Someone said on that video

"He said, "And the scorers were averaging around 420-450." What he meant was that people recently have averaged between 420-450 points. Thats why he explained later what kind of candidates you can expect when minimum is 534 (PHD, fluent in French and English, etc.). I see a lot of people got confused with that statement (15:05). I have analyzed this video quite a lot of times just to calculate how legit the information source is; and it seems pretty promising."
 
Do we even know that guy was genuinely from IRCC

I have seen the entire thing back in May and at some point he says "Your application then comes to someone like myself who either approves or rejects it.."
 
In fact he says right at the very beginning, "I work for what used to be called CIC, and is now IRCC". I personally think that the guy is legit because you can't pretend to be CIC. It is illegal to misrepresent as someone from government. And what he had said is spot on as of this date. LEt's see where this goes.

The things he said, especially how from that point on (May onwards) the score would be high and invitations would be low. What remains to be seen is what happens September/October.

Cut off scores have been high since March, not May, and you believe him that cut off score will drop to 400?
 
In March it was still 470 and once before May, it went down to 468. Only first time in May it was 534 and then the 480s started. As for 400, no, not 400. But I can't say anything with any certainty. I was just commenting on things that already have happened.

You need to pay attention to the number of ITA per draw, not the cutoff score. Starting from March, ITAs dropped from usual 1.4k to 1k.

But again, why do you need to quote that guy when you have McCallum's statements?

So raven what you think in next draw the number of ITA will increase
 
Yes it dropped to 1000 but then it dropped down to the 700s from May onward. What did McCallum say about CRS and number of invitations? This guy spoke about it so I am thinking people will latch onto any hope they can while hopefully looking for other avenues. For me, OINP might be the last and only shot but that's not going to be anytime soon too.
 
So raven what you think in next draw the number of ITA will increase

I do not know. But I am hoping that either in September or October or after October (ie. November draws) the scores drop.

This CIC guy news is just the same as the CIC analyst back in 2015. They all said the score will drop, then nothing happened. Because the two of them are not the decision maker, they are not authorized to do anything. While McCallum is the Minister of Immigration, the ultimate decision maker, the policy changer. If he says he's going to make some changes, then it also means IRCC is going to make some changes, not some random guy without a name in a random event, who cannot do anything but talk.

During a webinar hosted by Citizenship and Immigration Canada (CIC) on December 16, 2015, a CIC Policy Analyst made some important announcements regarding the short- and medium-term future of Express Entry:

“The number of invitations issued per round is expected to increase as the pre-Express Entry inventory of applications is finalised. In turn, it is expected that the minimum score of those that are invited to apply will drop,” she stated.

Moreover, while answering a question about international students in Canada, the Policy Analyst added that:

“We [CIC] are not currently planning on changing the points for international students. We are monitoring how international students are doing in the system, and we expect that in the new year when our rounds start growing — to meet our new levels plan — that the score will reduce and that international students will continue to do well at that time.”

Their is no need of argument on this matter. Its we all want the score should be down

In the video and McCallum said that scores will go down by fall
and fall means september Hope everything will get better for us in the next draw
 
I do not think that is a random guy but of course he has no authority over the minister. So that is right. But for now, no matter what happens, in my case, I cannot do much else anyway, other than retaking IELTS to increase score by 3 points after a few days of leaving Canada.
