OINP is done with issuing NOI for the year man. the new premier demolished our all hope with wiping out the entire immigration ministry within one week of taking power. Expect anything but not OINP noi.

From what I understand, the reason for dispute is because of the illegal border crossings. As a result by now the assigned resources are not enough creating a problem.

PNP is not their problem. If anything those applicants do pay for their services and in most cases, do not have problems to find some work and to support themselves.

But as a result of cutting down resources (or human power - because yes they will not fire permanent people, but if they used some temporary staff, that is a different story) can lead to slower deliverance time.
Or harsher requirements (for example having more like federal approach where missing documents will simply trigger cancellation).

The reason behind closed HCP is more practical - they need to see how many people were nominated and how many spots are left, so I would assume, that they will reopen somewhere August / September this year in order to collect rest of the applicants.

I just dont understand one thing, CIC has already allocated their target/tolerence level for the refuge numbers in their multiplan then why they are disputing about them and i guess the border is not open like anyone can under Canada from US, there has to be someone watching over the borders so strengthening these tresspassing areas and throwing rules on the refuge migration to make it more systematic is not an overwhelming phenomena.

Coming back to the OINP matter, it takes them from 2-4 months to send nominations and their this years quota is 6600 for nomination so if they start issuing more noi from AUG/SEP, there is no way they can meet their yearly quota so inevitably we should see OINP to issue NOI starting from this month at least, if it doesnt happen surely it will mean the chances of getting HCP noi for anyone this year is super slim and one should not wait for OINP to act in that case.

It is very simple. All you need is to check the yearly quota (where logic would say, this would be divided into provinces according some key) and then check real amounts of application.
And if the difference does not seems to be that big, read again. Their quota is in amount of refugees (that is husband, wife and children).
However you can have more than 1 person in one single application (whole family can apply for a refuge).
So if they have double or more what they planned in 2017 then there is a problem somewhere.
Yes in reality the difference would not be much if Justin would keep his mouth shut, rather than back pedaling later. However it created a big pretext how Ontario will try to ease up their burden.

But do those graduates from Canadian universities qualify for EE? I thought you have to have at least 1 year professional experience to qualify?

That's correct. You need one-year full time Canadian work experience (1,560 hours) after graduation in order to be eligible for CEC.

It's a bit restricted here, unless you are a Permanent Resident which takes about 15 years for my case. Other visas here makes your stay here uncertain, had a lot of my friends sent back home last year.

Also, little things like Driver's license tied to your visa end date and which they don't renew it unless your visa extension is approved, that's like 6-9 months of wait period. You pretty much have to have a separate state ID (which we don't get if we have a DL) or carry your passport just to have a beer.

Plus, it's weird here to work as a summer intern also, had to cough up about 1.2k USD just for the work permit. Just like those scam companies back in India where you have to pay them just to have a job

Don't get me started with the health care, got the flu one time, paid 300 USD, even with insurance :/

This is unfortunate! The draw strategy this year appears to be nullifying the essence of having a pool of qualified ITA hopefuls at all. Since, draws now seem to take place only when there are enough high scoring candidates, usually above (442+). Let's hope tomorrow's (if possible) or next week's draw changes this notion.
