I guess patience is also a great talent. There are many patient people sitting below 440..may be cic should tap this invaluable talent of patience tooThey are already getting enough people with 441+ score this year. So It's not like they are losing talented people

What I think is yet to dawn on them is:
1. Many of the applicants from USA are applying for PR only as a fallback option, majority of them do not intend to immediately move to Canada unless left with no other choice.
2. These applicants from USA are nobody else but immigrants from other countries and not much different from rest of the world.
I guess perception plays a big role and people end up being victims of that perception.
