I need your help.
I have received email today that I need to submit passport to Visa Office within 30 days along with two photographs. Please see below wording from email.
"Your application for permanent residence in Canada has reached the final stage of processing. You must submit your passport(s) within 30 days of the date of this letter in order to finalize your application.
Please include a copy of this letter with your submission. "
However, there are few things which I am not sure about.
- We have received email but there is no message in CIC account and status has not changed yet. Background status is still IP2. Application Status is " We are processing your application. We will.....". Final Decision section: "Your application is in progress..." Is this something normal?
I will appreciate if someone can respond to above queries.
- We have received email but there is no letter attached in the email e.g. CoPR letter. I thought CoPR is a letter that we need to take carry with us at the time of entry? I am not sure if this email serves as CoPR or we will get a separate CoPR letter after we send passports.
- I am from Pakistan and as per my knowledge, Biometrics are required for all the Canadian Visas. I thought I would get a letter and would need to give Biometrics before getting CoPR but there is no mention of Biometrics in the email I have received. Has someone seen such scenario? Will we need to give Biometrics later or these are only required for Temporary Visa, not PR?
- I live in Caribbean and there is no Canadian Embassy or VAC in the Country I live in. I will have to send the Passports and photographs to Canada High Commission in Jamaica by Courier. Do you know if there are any additional documents that we need to send (e.g. prepaid return envelope etc) while sending passports.

You may be correct in some points but I will disagree on some. In EE yr end report 2016 it is clearly mentioned that IRCC can reduce the number of ITAs to maintain their quality standards and processing time. And as they have given huge number of ITAs in first half which made some backlog so they had to reduce the number of ITAs.I am a realist. I do not think life is just rainbows and unicorns. The assumptions I am doing is based on the statistics that was released in 2016 and the released multi year immigration plan.
The whole thinking is like this.
Original plan was to reach 450k immigrants by 2020 (or even sooner). And that plan might have been a bit more passable somewhere at the end of 2016.
Then all the illegal border crossing happened (which did not help at all to promote immigration in Canada). And also recent election pools happened showing that current leading party is weakening in position.
As a result more conservative immigration plan would have to be passed (as the election year that will be in 2019 was one of the reason).
Now CIC is issuing ITA so that they can fulfill the quota for Economic immigrants (at least part of it).
Would bigger immigration increase be approved, then everything would rise more significantly. Hence the optimism in delivering ITA in the first half of 2017.
In addition their own statistics was distorted (by early 2017, they only had 2016 available, which was much smaller sample of applicants). You shall also count in the learning effect. (at the beginning, people would do more mistakes dealing with new system - wrong PCC and such; but later on as the system will be more explore and more advice could be found - like on this forum; the lower % of rejected applications is to be expected).
So as a result they managed to overheat the system (delivering more ITA than they should have). With the immigration plan now confirmed and with the statistic from first half of 2017 (which may be not visible for us yet, but they are very well visible for the officers), they could to ITA recalculation. Hence the lower nr. of ITA recently.
And against all that there is an increasing nr. of EE profiles. Despite of sheer amount of ITA delivered this year, the nr. of active EE profiles is higher than what was last year. (you can check it and compare it with their released statistics).
Another simple fact is, that the earth population is still growing (especially in the countries that make most significant amount of Canadian immigrants). So even if the % of the population willing to immigrate to Canada, would remain the same, the total nr of people will increase. So if that increase is higher than the increased yearly intake, that does result in higher competition in EE profile.

- Received additional documents request (Travel History) on 22nd November.
- Background status changed to IP1 on 23rd November
- Passed Medical on 27th November
- Background status changed to NA2 on 28th November
- Background status changed to IP2 on 6th December
- Received PRR on 7th December
