I am trying to make you understand that the CRS 423 mentioned in the example is incorrect. I will try to break the below comment into smaller chunks so that its easy for you to understand.

"The Express Entry system ranks candidates in the pool by their CRS score. In case of a CRS tie, the system will then rank all tied candidates based on the date and time that they submitted their profile."

"The Express Entry system ranks candidates in the pool by their CRS score." - which means the 1st ranked applicant will have higher CRS score than the 2nd ranked applicant and the 2nd ranked applicant will have higher CRS score than the 3rd ranked applicant and so on.

"In case of a CRS tie, the system will then rank all tied candidates based on the date and time that they submitted their profile." - CRS tie means more than 1 applicant is having the same CRS score. Only in case of such situations (CRS tie), the system will rank only the tied candidates (applicants stuck on the same CRS score) based on profile creation date/time.

I hope you understand. I cannot explain it in a more simpler way than this.
 
It surely does. For example if they issue 5 ITAs with a CRS of 458 and there are 5 people with CRS 458 with a time stamp of old time (tie breaker date) then they will be prioritised above all. Even if there are new applicants with higher score than 458.

When they say the CRS cut-off is 458, it means the applicant with the lowest CRS score who managed to obtain an ITA in that particular draw had a CRS score of 458. It does not mean they are issuing ITA's for those with CRS 458.

If outside the UK, PCC is valid indefinitely after the creation date and as long as you do not return to the UK.

If you still live in the UK

Your UK PCC is still valid as you've not visited the UK since the creation date

Yes i have not visited UK since leaving UK in 2014.

Will my Australian Marriage certificate be acepted?
 
Your opinion is completely logical.
Since applicants >458 already been flushed out it is possible that there will be a substantial decrease in scores.

Having said that, OINP will release some nominations before 2018 but the you can be sure that there won't be abundant numbers of PNP applicants in coming months of 2017.

There's no point in arguing. You will know it in few draws.

Hi Friends,
My PR was refused due to wrong noc code. CIC felt that i don't quality under the NOC code i submitted the application.
I requested for a re consideration of the application and nearly after 3 months, I got a confirmation from CIC that they've reviewed my case and has reopened my file.
Any idea on what happens next? I just got a letter from CIC saying that they would contact me if any additional info is required!!.

Please help!

It was just the duties that did not match. I work for a Financial institution here in Canada. They have a standard format that they follow and CIC was not comfortable with that!.
