Wish to add just a little correction, if I may. Not "everyone" can make it to Canada under EE.Only those with skilled work experience in NOC 0, A and B are eligible. In our side of the world, consultants demand upfront fees (non-refundable or difficult to refund) by selling the dream to Canada, by sometimes ignoring this fact.

But then again, if someone makes a bachelor's degree in a career of one of those NOCs, even with no experience, if they try to max out the other aspects, they may aspire. It's an uphill road, I know, but when you have a goal, you could always find ways to move towards it.

Yes, and the NOC list is quite generic and diverse. It isn't difficult to fall under the eligible NOCs. Then, there is just the 67 point criteria to meet and the rest as you mentioned already.

Your profile must be active, for a span longer than 1 second. Ontario sends out regular NOIs without any prejudice, if your CRS is above 400. I am awaiting one today, as they usually send out NOIs on Fridays.

I calculated the numbers in the CRS Tool.

Let's say I'm 31 today, with just a highschool diploma. I decide to do a Bachelor's Degree. In 4 years I start my process in the EE (I do my ECA, took the IELTS and the TEF, in english I get CLB9+ and in french CLB7+). Now at 35 years of age, I got my CRS from 307 to 400.
It is true that 4 years in the future we have no idea of where the CRS will be at, or even if the system will be the same. But If someone started the process thinking like this in 2015, in year and a half he could be making his profile to start his PR process.

I'm too optimistic sometimes, but I prefer to think there's always a posibility to move forward.

Thank you for your response. I am asking this for my distant relative. His age is 40 and just has bachelor degree, chances of him scoring clb9+ in all modules is almost nill so highscore will be 350-380 given his spouse also has bachelor degree and not too strong in english. In this case OINP is out of the option, do you know if any other province is giving out nominations to ee candidates. He is into sales and marketing with over 2 decades of experience.
 
It doesn't seem likely that they won't have a draw at all in June. I'm guessing all their update work should be over by next week and we can expect a draw between June 14 and 16.
Not expecting any draws this week (90%) and next week (50%), but I wish they release the latest CRS distribution table. It would give us clues, and help our ray of hopes.
