Yes, I know Quebec isn't on Express Entry and has its own immigration system. I also know the other things you mentioned in your post :)

My question was whether it's mandatory to know French if someone decides to live and work in Quebec. Thanks.

I've been studying about Montreal and Quebec since I decided to move there. In general, you need french if you want to live in Quebec City or in the countryside, but in Montreal you can have a perfect normal life with english only.

According to some people who have done that, the only thing you won't get following this route are the free french courses.

I really thought it wasn't possible. Or that it could give problems later on, when trying to apply for the citizenship.

I would definitely give this some thought, after having some months or years in Ontario.

Everybody will get a PR here.
The IRCC is giving the means to everybody who wants to come to Canada to do so.

Maybe some will have to perfect their english, other would have to learn french. Many will do a Master's Degree. Some people will have to spend some time saving or selling their stuff.
But I really think that right now if someone wants to come live to Canada, they could do it if they really do the necesary steps.

For some it will be harder, but right now we have the tools to accomplish our dream.
Wish to add just a little correction, if I may. Not "everyone" can make it to Canada under EE.Only those with skilled work experience in NOC 0, A and B are eligible. In our side of the world, consultants demand upfront fees (non-refundable or difficult to refund) by selling the dream to Canada, by sometimes ignoring this fact.
