Only partially true. You are writing as if the immigrants are the main force that making the Bay area's and local economies proper. It's always better to utilize the local and native workforce before letting new immigrants in, as it takes time for the immigrants to integrate to the Canadian's lifestyle. In some cases, some immigrants don't even want to integrate and learn the language, they just want to live in their "ghettos", like Chinatown or Brampton.
