I don't think the CRS will ever go below 450. Once they consume most of the international students now, they will introduce another rule that would grant extra points to candidates with some other XYZ qualification or XYZ skill. This new rule will completely depend on CIC's current requirement around the skills. They certainly seem to have a plan which at the moment looks like, "First take all candidates who have a job offer, then take people who have studied here, and then probably who have some work ex in Canada, then may be those who have some relatives, then those who have some friends or GOD knows what other rules they would come up with".
They just want people to stay in the pool so that they can take people based on their requirement at any point of time by manipulating the rules and giving preference to certain category of candidates. The draws happening every month is probably just a way to keep the people in the pool interested and keen.
Prior November 19, the CRS cutoff was always varying between 460 to 480 depending upon the PNP. The draw on 30th November clearly shows that the number of people with an offer in hand or a Provincial nomination was below 600. Which means if a draw of 2500 candidates would have happened in its scheduled time which was probably the first week of december, the CRS might have touched 450.
Obviously CIC was aware of this and hence introduced the new rule.
And we can all see, the CRS went up to 497 now. I expect this to continue until the CRS goes down till 470 again with only few candidates left in the pool who did their education from canada.
Then a new rule would come in that would benefit some other category of people and the CRS will again go up to 490 or 500.
Clearly, CIC is manipulating it.
I will watch the pattern for another month and see if a new rule is introduced as soon as the CRS crosses 470 or 465.
If it does, it would be time for me to may be withdraw from the pool. With 450 points, I don't see I have a chance.
