Disagree... we're not seeing outages... we're seeing application bugs after a not very well tested application update! If there was a network problem then it probably just wouldn't work... Then more QAs and DevOps? I don't really see what is the exact role of a so-called "IT Analyst" position. I guess the people who in charge of creating the NOC system doesn't have a single clue about the IT world.
