Normally all changes to the Immigration system are announced in November, like new quota's, new rules, etc.
Also Minister Joh McCallum just stated in the parliament session that took place on 30th September that he is awarding points to International students under Express Entry, so all these changes are coming soon.

Some comments here pointed to an upcoming increase in awarded points for CEC. Did they ever announce that they are going to award more points to Canadian work experience?

So, when are you guys expecting the 45th draw?

2 weeks from now on the 26th of October?

I must confess even though I have 480 points I got very disappointed today. :( Hope they break the 483 barrier next time.

Yeah, we can never know with any certainty.

I was looking at past data and there were draws on Jan. 6 and Jan. 13. Before the Jan. 6 draw, there were three weeks gone by without a draw. Basically, they waited three weeks for a draw, and then the week after they had another draw. For CIC, they still had ~3000 invitations to deal with in one month, but the invitations were just not issued in a 2-2 interval but instead a 3-1 interval (does that make any sense...?). I am hoping this is what will happen next, that we get another draw next week to help clear out those who are at 481.

Some people seem to think that CIC is purposely avoiding issuing ITAs to anyone under 482, but I feel like if they stick to the minimum of 482 they will never meet the immigration quota required. They cannot just keep waiting longer than two weeks every time they realized they will draw people from 481. In that case, eventually, a year will go by and they may not meet the immigration target.

Makes sense. I guess they are not trying to avoid scores below 481 on purpose. Their goals are mainly based on number of invitations not specific scores.
By the way, if they only invite people with scores higher than 482 or so, does it mean they are mostly inviting highly educated people (Masters, PhD. ..)? If so, this doesn't make a lot of sense to me, because any society does need people in different levels of education and skills not only highly educated ones. What do you guys think?

I guess that's when PNP comes into play. Provinces can identify people they need and then issue nominations accordingly.

I am curious to know, when the cut off of a draw is 484 points, then is it GUARANTEED that all applicants with 484 or more WILL get the ITA? Is is possible that someone's score is above the lowest cut off, but still does't get ITA?

No, that cannot happen, ITA draw is not lottery system. All the applicants having CRS>Cutt-off, will get the invitation.

481 is the highest possible score you can get without Canadian experience or PhD or job offer/PNP.
