Draw delays is probably due to backlogs. Still plenty from September AORs are yet to receive their PPRs.

Yup, couple of my friends also waiting for PPR from Sept.
 
Are u saying that when u do soft landing and get ur PR card, you can return to your home country and stay for two years before returning to Canada. I have a baby that will be 1 year by December, assuming my application goes well, can I return her to my home country for my mum to take care of her while I come back to Canada to work as spouse is unaccompanying

Yes, you can do that. To keep your PR status active, you need to be in Canada for at least 2 years in a 5 year period. So, if you land in Canada on June 1, 2019 then you need to be physically present in Canada for at least 730 days (need not be continuous) between June 1, 2019 and May 31, 2024.

If you want to apply for citizenship, you need to be physically present for 3 out of 5 years.

If the baby is also a PR, same residency requirements apply.
 
More the delay in Draws, more the chances for people in that 430 slot in the upcoming draws. This year we will definitely see scores of 430 brackets because of the b2b draws and higher targets for 2019. A repeat of 2017 I believe.
