The date of his letter is July 21, 2014.
So this means that this is number of applications UNDER PROCESS. Not the total number of applications received. This means that there are 1,000 nominations for about 8,000 applications right now.
Don't lose hope yet. Remember that having 9,000 applications doesn't mean that all of them are correct. I'm pretty sure that a big number of them have errors, can't be taken into consideration, etc. Also, remember that you can only apply to AINP if you have a work permit. If you work permit expires and you haven't renewed it, your application is declined.
What I don't know is, what happens if a person gets the nomination but doesn't use it? Imagine that a person is tired of waiting and decides to go through other program. Or maybe a person applied to other program and, while waiting, applied for AINP but got the PR a few days/weeks before receiving the nomination?
