Quebec Taxation for new PR

We became PR of Quebec/Canada in April 2016, at the time of landing we declared amount less than CAD 10,000 which was deposited in a Canadian bank. We are currently in our home country and will be returning to Quebec sometime Q1 2017.

1. Do we have to file for taxes as we don't have any income in Canada ?
2. If 'no' for the above, when do we file our taxes ?

You have to find out whether you are a resident for tax purposes or not? If you have ties with Canada, there are chances that you are a resident and in this case your worldwide income is taxable.
