I sent my application two months before your date and haven't heard from them yet!!

If your application is beyond the normal processing time, they will let you know the status
If it's not, they will just let you wait patently

By "normal" do you mean exactly 4 months, for example? Also, my application was returned two months after the first submission for a missing hand signature, will they consider "normal" processing time from the first or second submission?

I think so far as your first file was returned without a file number then you might have to start counting from the time you sent the file the second time.

This happened to me too, application returned after two months.(first submission November 2014)
For your current application, processing time starts from the second submission, your first submission doesn't count.
That normal processing time may change, in my case, it was 18 weeks. You can call cic to get better idea about that.

Was your application stamped when they returned it? Mine was stamped by the date it was received the first time, so I thought they would consider the first submission!!

Yeah, it was stamped, and a letter telling me the reason why it's returned.
In our case, those 2 months was wasted.
