1- I applied from within Canada and my VISA office was Sydney until the last month where I received the passport request from Ottawa.
2- I landed in the IRCC office in Montreal. It was basically collecting documents and photos for the card with few questions.
3- No proof of funds was asked for me, but I'm not sure if this will be the case if you come from outside Canada.

I have a particular question concerning the request for new photos.
I read from the CIC website (http://www.cic.gc.ca/english/resources/tools/perm/express/final.asp) that Request for Photos will come with the Passport request letter, and we need to send hard copy of new photos to CIC.
I am from visa-exempt country and applied from within Canada. I believe they will not ask me to send my passport, but to upload the biometric pages electronically. But, should I expect to receive request of photos at that time?
I am very pleased that they will ask for new photos for the PR card, as I don't like those I submitted alongside my application (I took them at pharmacy in winter... my tuque ruined my hair and i really did not want to look at those photos again. I want myself to look good on the PR card *shy*)

Actually, when they request the passport, they ask for 2 photos, and they put one on one copy of the confirmation of PR which will be taken on landing, but they will ask for another two photos later for the card when you do landing.

I believe they will ask you to send hard copy photos even if you are from a visa exempted country.

So basically, if you're from a Visa Exempt country, you can send the scanned passport biodata pages and photos electronically? (like via email) and then physically bring 2 more hard copy photos when you go to land which they will use for PR cards? So no need to mail anything physically?

Is this correct?

a) Document Issuer - My Indian University is very hard to reach out to.
b) Notary from India - Notary from India are available only in India and I am in USA.
c) Indian Consulate - Indian consulate in NY won't certify documents issued in India.

Any suggestions?

Q1. It is a challenging part. I did have the same issue. Thus, I filed a case in district court to prove my birth date and request to order municipal office to issue birth certificate based on my passport and high school document. It is fairly simple process. Then used the court order to apply for it. By the way, quebe shows strict concern in documents. Thus, try to give exactly what they asked you.

Q2. All my academic certs are in English and my state language. As long as the same information is in both English and your state language then do not have to translate. If not, access indian embassy for translation service. I belive Indian embassy has people who speaks Hindi.

Q3. For academic certs attestation, I sent all my docs to my relative in India via DHL and he helped me to get notary as the way quebec wants and returned it to me. It is also a simple job. As long as notary public able to see your original document he/she will authenticate your docs.

It's better to wait and see what they will say in your case, but my understanding is that hard copy photos are required in the passport request letter (http://www.cic.gc.ca/english/resources/tools/perm/express/final.asp):

The ‘Passport Request’ letter, therefore, includes a request for hard copy photos. Applicants are instructed to mail these photos to CIC

Hello Guys,
Just wondering if someone has any status update recently...

my situation is, I did my medical on March 2016, got the med received status in the cic account after 4 weeks, paid the RPRF 7weeks back, still no update.
waiting for the passport request. is it normal? coz, I feel that its taking a bit longer time for me.
Btw, I changed my address (online) and status (student > work permit and student > full-time job) in Canada by emailing my papers to CPC-CTD-Ottawa[at]cic.gc.ca. is it something that is taking a longer time?

Moreover, I changed my address through the cic portal, but its almost 15 business days gone and the profile is still showing my old address.

Any information and suggestions are highly appreciated and thanks in advance for that.

It is quite normal.
I have been waiting for PPR since more than 3 months. I applied from Montreal and the VO is ottawa.
I paid my RPRF on April 22, 2016.
