You are correct that PR is a privilege & not a right. Govt employees like inertia a lot. The reluctance to move unless an external force is applied
, In Quebec PR cases, they have a target stipulated by Canada Quebec accord and they will only work to achieve that target, nothing more nothing less. They will also pick the easiest applications to achieve that target and will postpone complex applications for a later date.
No amount of calls or webform submit will do any good. Only a serious inquiry by your MP who follows up your case or a writ of mandamus can move an application which is in limbo after 22 months and that too for inland applicants only.
I dont have faith in any country's immigration system (I was on H1B in the US before) because there are no incentives for politicians to fix it or citizens to question the department's functioning. Once you become citizen, politicians will care about your issues. But not when you are an applicant whose application may or may not get approved.
I dont expect my application to get processed in a reasonable time. I already waited 2 years for my CSQ. I am at a point that I dont care anymore. There is a lot of luck needed. Some applicants are lucky some are not. So much for Canada's "merit" based immigration system. "merit" is only for getting selection, rest is luck.
