No QUEBEC has it's own system of applying for CSQ. You need not to have EE profile for EOI. EOI is different from EE and will remain the same. Just wait till 2nd August. Few days left. Moreover there's no pool or FCFS system. All can create profile on EOI.But for eoi u have to be in the pool and have ee profile then only u can send eoi to any province. It's must I think.
