May or may not be we must wait and see, I was in Canada (Toronto and Montreal) for a little vacation and even before then and throughout I have been following the election campaigns very closely. The liberals seem to have a much nicer slant to immigration than the Conservatives or the NDP, Green Party etc. Also I wont discount that the system wont change for Quebec (hopefully for the better and easier streamlined) because the new prime minister is Justin Trudeau; his dad of course is Pierre Trudeau of which the airport in Montreal was named after because of his fight for the sovereignty for Quebec and bilingualism for Canada.
