Here in China same situation too, they only provide social security contribution proof in a PDF version and the notary public here refuse to notarize that since it's considered a copy. So i just provided my income tax proof.
I suggest you can try: 1) ask the notary public in your country if they are willing to notarize the PDF; 2) try to get your income tax proof for 2010-2011 (you didnt mention why IRS in ur country doesnt provide that).
